Not receiving cylinder in time

I am having connection in the name of V.Swaminathan and the consumer no. is 3956 with Chandini Gas service, Dasrathpuri, New Delhi. I have booked for Cylinder on 21.1.08 and they informed that cylinder will be reached by friday (25.1.08) but till date i am not received the cylinder. I am contacting the agency continously for booking the numbers shows as connection error or every time the number is busy.
