Not booking of cylinder before 21 days

Respected Sir/Madam,

I have a connection (Consumer No. 354 at M/S Sonarpur Gas Service, Haridhan Chakraborty Sarani, P.O.-Sonarpur, 24 Prg (S)-Code No. 14000 (99192089)) with two cylinders. One cylinder even when used with full care lets only for 19 days, now one of our cylinder got over, so we requested the agency to book the othercylinder. They refused sying that they cannot book it before 21 days and this not the first time they repeatedly do this. As of what we have information in case we have two cylinders on a single connection? How we can fill it before 21 days?
