Atrocious behavoiur of distributors

I live in chennai - porur. The gas agency here is shivshankar agencies. recently i had a cylinder delivered, the distributor gave me the bill that states Rs. 288.10, i gave him Rs. 290, he atrociously demands me Rs. 300 and also adds that if u do not give me Rs. 300, next time i will not deliver the cylinder and you have to go and take it from the godown yourself. i'm suprised at how these distributors have attitudes towards the general public. does he expect me to be scared of him? or does he think we are voiceless and nothing can be done to him? i have no problem in going to the godown or paying him extra, but this kind of attitude he has is very socking.
