Non delivery of cylinde

This is a complaint regarding the gas agency called punia agency in sec 32 Chandigarh. I have been repeatedly asking for a gas cylinder but no avail.yesterday before my house I saw thier drivers supplying cylinder but they are more than happy to give the cylinder in black only..the agency has been putting us off saying it will be delivered

Tomorrow but of no avail!!! my consumer no is 33515.is there anything called a action for these stupid agencies that just harass people??!!
