Transfer of gas connection

Recently I have relocated myself from Bharuch (Gujarat) to Bangalore. I was having a double cylinder gas connection with Gulshan Gas (Phone no - 02642261954) in Bharuch. I got it transfered to Banglaore via TV Out - 21119930000051. When I submitted this vocuher to local Indane dealer in Bangalore M/S J.N. Enterprise (08026684550), they refused to give me the connection. The procedure what they told me is really shocked me. They will send the TV to the previous dealer for authentication check and once they get it, then the connection will be given. It is definitely gonna take minimum 15 days. Now during these 15 days, what shall I do without gas?? Is it the right procedure??
