Non-delivery with bill

I received a refill on 29.6.09 in an auto booking of gas cylinder. Thereafter I received the refill on 20.8.09 (about two months later) instead of receiving on 29.7.09 from my supplier M/s Rajendra Gas Service, Ambabari, Jaipur. The deliveryman when come to my residence for delivery the cylinder, he denied to give bill for the refill and take back the cylinder with him. I have already made a complaint on toll free no. on 20.8.09 with complaint no. 19766 but nothing has been done as yet.

Kindly suggest what should I do, as I have not been given the cylinder.
