Booked refill not provide given to anothe

Booked refill at RNB Udyog, Patna, on 8/2, ref. no. 250299, on 13/2 got a SMS, c. memo no. 4155 generated, and it will delivered shortly. On 16/2 got next SMS, cylinder has been delivered with c. memo no 4155, but by today i've not got any refil. When i talk to RNB Udyog, they talked very rudely, that they nothing know in this matter, come agency office with card.

Each time they also provides refill very late after 6-7 calls and under weight cylinder when complaint to vendor, he simply says we provided same refill from agency.
