Nondelivery of LPG cyliner after issuing delivery slip by compute

Sir,

I am a consumer of Indane LPG (Consumer No. 24274) under the distributor Sreema (Indane) Distributors, Code No. 99192844, situated at 87B/1B, Raja S.C. Mallick Road, Kolkata - 700047.

I booked my LPG cylinder on 05/08/09. Finding delay in delivery, I called the distributor over phone and enquired for the delay. They said the delivery slip has been issued to the delivery boy on 12/08/09 but reason for non delivery is unknown to them. These delivery boys are the distributor's authorised delivery boy but the distributor can not take any action against them for unknown reason.

Where should I get the proper judgement and get the proper service?
