Non delivery of refill LPG

Dear Sir/Madam,

I have booked my gas cylinder on 18th Oct but still I do not received the cylinder, and many times call to agency and customer care but all the time theirs number are shown busy, so how we can reach to them? and how we people can manage the problem?
