Transfer of LPG connection

I am Hetal Bhatt, staying at ahmedabad. My current gas agency doesn't provide homedelivery to our place so everytime going there and take cylinder is very tedious process.

I want to transfere my connection to other agency which will give me home delivery. But my current agency want me to submit original pressure regulator which was given by them at time of opening account there. I have lost my that particulor regulator. I am ready to pay penelty but agency man want me to file FIR and submit to head office and then pay penelty. Then and then they will do transfer process. On going to police station and doing all these formality is very tedious. Can't i directly pay the penelty and shift my connection??
