Not getting new connection after one year of applying

I am a scientist in ISRO stying in IIT khargpur campus. I have applied for a new connection one year back (on 07/06) at authorized Inden dealer in IIT kgp campus. My consumer regigtration slip no. is WB 02-133683 .Till today I did not get the connection and repeatedly I am told that new connection is stopped indefinitly and forcing me to buy cylinder from black market. I request you to kindly see into the matter and fafilitate me to get the authenticate connection as early as possible.
