Un successfull bill payment

I made a payment for my electricity bill of ndpl fro amount 790.00 on 8th sep.09 by icicinetbanking on indiaidea payment gateway on ndpl website.

in first instance trancsaction shown failur and second time it shown successfull.

whereas payment has been charged twice from my saving account.

no result after contacting ndpl and icicibank.

failure tansaction no: MICI903312583 at 2333 hrs

can this be sorted out
