Non Receipt of PAN CARD

Sir,

Iapplied for pan card in 2004 from UTI. My apn no ia AFQPRO178H. However, i never received the pan card even though i made several representatations to UTI. I applied for Pan card form Bathinda giving detals of the Pan no.
