For bad services

Hi Sir/Madam

Greetings

I have taken a new number from reliance CDMA service whose no. is 9310260564 taken on 08 Nov 09. On the very same day i paid Rs. 41/- as a STV for reduce my call rates as 3 Min. for Rs. 1/-. But till now (25 Nov 09) i am a looser of this because the services are not available on my no. I've complain so many times through Customer Care but their reply is not satisfactory. They are saying that your services are activated from 13 Nov 09. But i am paying Rs. 1.50/- for per STD minute.

What to do?
