Flight cancelled, but only taxes refunded

Dear Sir,

I had booked a ticket from bombay to trivandrum for 10th Nov by Yatra.com. The yatra reference number is HQN7NA. I was informed by the arlines about the reschedule of the flight IC-167 (1130 h) to IC-161 (0530 h). However, as the new flight time was inconvenient I canceled the ticket, and I was assured that since the time difference is more than 1 h, I will get complete refund. But I was provided only the taxes, and upon investigation I was told to get my ticket stamped (for full refund) from the airlines office. After much effort, I finally got my tickets stamped from the airlines office who mentioned "full refund to be provided" but I have never received the money even after sending repeated reminder.

Yatra officials says that Indian Airlines office is not responding after repeated reminders and hence they cannot refund.
