Transfer issue

Dears,

I am transfer from Delhi to Khanna, also i hv transfered my cylender of indian gas transfer to Khanna, with all documents, but therer is indian gas authorised dealer M/S Lakhbir Enterprises, he is refusing to give my cylender, 1st times he has demand my address proof with attasted by Municipal Council, when i hv done this attastation from the MC, now he is demanding the new dtls,

Dears i am daily comming to his office and he is always demanding a new documents, this work is happening last 8 days, pls advs what will time i hv recvd my cylender... also advs what will i do for this...?
