No responce for graduation cirtificate

Dear Sir,
I was persuing my Industrial Engineering thriugh Indian institution of industrial engineering, sector15, plot 103, institutional area, CBD Belapur, Navi Mumbai- 400614.Ph.022-27562562/27579412 E mail-iiie@bom8.vsnl.net.in After completion of section B exam we are suppose to submit the project and after its approval one can get the graduation certificate. In the same procedure I submitted the project on 19/08 along with Rs.1000/- DD as a fees but till date no responce from the institution. When ever I contacted them they use to tell we don't know when the sanction came from external examinar, staff has been changed, chairman has resigned.
The approval has to come with in 3/4 month as per rule of institute & total time allowed for sanctoning is 2 Years from date of completion of section B exam.
You are requested to look in to the matter in order to help me out or tell me where to register the complaint.
