Delay in supply of Gas Cylinde

I have been facing frequently, longer delays in getting my filled Gas cylinder. This problem started, once we noticed that an Empty cylinder has been Delivered to us, but the delivery man refused to accept, inspite of proving to him. Now this delivery man has refused to supply cylinder in my house (This is my assumption) and always some new person delivers. To get my refill, I have to ring and followup with the distributors 2/3 times and then action takes place.

I feel that I am unnecessary being harrased which causes uncalled for anxiety to me. I am registered with M/s KItchen Queen, Kolkata, Ph. No.2371-5561, and reg. no.1270.
