IVRS complaints Failure

IOC Cooking Gas (Indane) had thought that it has introduced a novel system of Gas booking through IVRS. I have booked gas on 25-4-11 with no ; 201633 Consumer No: 1759. The distributor Ma Kiruba Agency (Tel 044 26563350) never supply in time and I am yet to get supply. The IVRS donot have complaint port and giving a complaint is a great task and it could never be done. Is it a mistake by the regional office or doitibutor. The IOC is more supportive to its distributor rather than consumer.
