Complaint against petrol pump

On 7/8/09 I took petrol in my alto lxi no. DL-7Ck 0128 for Rs.400/ from Ruchika Service Station New Kondli Mayur Vihar Phase III Delhi. After taking petrol I felt that there was less petrol in my car so I asked to the petrol pump oprator about the quantity of petrol. Instead of dealing with the situation the operator started misbehaving and he told me that the measurment was fine. Alto's storage tank capacity is 35 litres. Then I asked him to completely fill my tank. Even though my car had some petrol from my last filling and they filled 36.54 litres of petrol after that. Even then it had a storage space of about 2 litres. My cash memo no. 83214 dated 7/8/09.I made a complaint in Indian Oil Corporation on phone no.-18002333555, complaint no.-19281 dated 8/8/09.But there has been no response on the matter from the corporation. Please guide me about the further details that what else can I do in this matter.
