Non-issuance of Passport

I had applied for passport on 28th May. My application number is DLH H009317. According to passport authorities my passport is pending for want of police verification report when the police verification report has already been submitted by the officials of Faridabad Police on 30th June. Police department has shown us the receipt of submission of Police Verification report to the Passport authorities which was delivered to them by hand by the Police constable.

We have sent many complaints to the Passport authorities. In the beginning they have replied back stating that the police verification has not been received but now they know that the police verification report has been received by them they have stopped replying to my complaints.

When we contacted PRO Officials over telephone they said that

I should go personally to visit the Passport Office. What do they mean by that and why should I need to go personally?

KIndly look into the matter and help me getting my passport.
