To change rule of submitting birth certificate

Respected Sir,

I am Afsal MP from Kerala and I was born in 1989. Unfortunately my parents couldn't get my birth certificate at that time. Even if all other documents required are with me, this birth certificate standing as a hazard. Thousands of people will be facing same problem by illeteracy of their parents to get birth certificate. So I kindly request you to change the rule of submitting birth certificates for the people who were born in 1989.
