Settlement of Death claim of NSC

My father expired in the year 2000 and he took an NSC certifate while working in Mancherial at Mancherial HO, Adilabad Dist, Andhra Pradesh. The NSC expired on 01/03. Till now i have written four writeen communications to settle the claim but there is no reply from the concerned authority. My mother is 50 years old and she is now living in bangalore. She cant travel to Mancherial of her health problems. I patiently waitied for nearly 2 years that someone will attend the issue. I really feel that my father has made a blunder by investing in NSC. My father was a bank employee and he invested in NSC every year. The postal dept has shown me hell in settlling the claims every year. When i go to post office to settle a claim some people even asked for bribe. Even i did that as my family was in need of money as i dont see any way out. This is the last NSC which is in my fathers name. I plead people who read this mail not to invest in any NSC as its not going to help ur family in need when ur not there. Hope someone will address to this issue now.
