Non-delivery of speed post

I have sent two drafts (college fees and hostel fees) to my son who is studying at St. Vincent Pallotti College of Engineering and Technology, Gavsi Manapur, Wardha Road, Nagpur-441108, on 30.06.2008 by Speed Post. I have booked the speed post at Ernakulam H P O, Pin- 682011 vide SP EL218657549IN at 1806hrs on 30/06. Now it is 1703hrs on 7.7.2008. Till now the cover is not yet delivered. Today was the last date for payment of fees. Eventhough I have sent the DD one week back, it has not been delivered till now. What is mean by "SPEED" in speed post. When will it be delivered? What to be done to get the mail to be delivered? Can anyone advice.
