Mental, financial harrasment due to inefficency in providing paid services

I have sent a courier (EH096560494TM)(date = 04/06), spending 478.00rs, containing my brothers mark sheet to CANADA, through Indian postal services, as he required to submit it to get a admission in some course in CANADA . i was promised that the courier will reach with in three days from dispatch however this courier never reached to him and more above to it i am just getting run around by the postal department. i need any conclusion or solution immediately . i am thinking to sue postal department in case if i don't get any positive response sooner.
