Delay in postal delivery

Dear Sir,

My brother applied for the post of pharmacist in Electricity Service Commission U.P. Power Corp. Ltd. and the exam was scheduled on 1st Nov. The admit card was sent on 17th Oct from Lucknow GPO by Speed Post service to P.O. Bindki Dist. Fatehpur and it took 15 days to reach the destination and reached on 1st Nov which was the date of the examination. Hence due to such irresponsible service of Indian Postal Service my brother couldn't sit on an exam which could have been a big career opportunity for him.

Therefore I would like to have your kind guidance and support for claiming for compensation and damage caused.

Consequences: The candidate could not sit on the examination which could have been a means of earning for him and his family. Such bad service has deprived him of a great opportunity for which he was preparing for a long time and such an incidence has made him depressed thus it is an absolute economical and mental damage for him.
