Not answering the inquiry call

Sir,

I called the Barpali Railway station (Orissa) to know the status of the call. Mr Mohapatra was in charge. He did not tel me the train time. When I ask him the complain book to write a complain about the mismanagement, he denied me the complain book. Please let me know how can I escalate this issue. WHo is the right person to talk to and how can I proceed forward?
