I have found everywhere on www.irctc.co.in that there is no any reason for charging tatkal charge as Rs 150/- instead of Rs 75/- for sleeper class and as Rs 300/- instead of Rs 200/- for AC classes in non-peak season in the months of February and March. Following are the information about tatkal charges on www.irctc.co.in :

Note:-Trains and classes with average utilization of 80% and above from April to September shall be realized uniform tatkal charges applicable for the peak period." I intend to draw your attention that in above note it is mentioned for months April to September but not for February and March at all.
