TTE only interested to get bribe

I was travelling by saurashtra mail on 14th march from palghar to ahmedabad. Unfortunatly my ticket was not confirm so me and my wife just sit near to gate of reserve coach and we wont have any issue. I met TTE to check if there is any possibility to conferm or even RAC my ticket so that atleast my wife can sit but TTE told me that there is no any chance for it even i have seen there were lots of sits available and they making confirm tickets of RAC persons and they are taking bribe from them. They both (Both TTE) made atleast 2000 rs easily as per my point of view bcoz i was just stood near him and looking what he was doing but they were not shying at all even they didnt bother at all that someone watching us and we are taking bribe. I wonder how they can take bribe on duty? as per my point of view they are doing business (Bribing) and job (Govt) at same time. How they can do this? if they will do same then what happen to passanger? I request you to look into this matter and make justice for other passanger.
