About reservation in Rajdhani sleeper class

Sir,

with due respect I would like to inform you that the ticket issuing staffs of Dibrugarh Railway station are not working properly nowadays. For example, when we requested one of the ticket collecting staff who was sitting and issued sleeper class ticket for Rajdhani exp.in C.T.O office, Dibrugarh Railway station on last 6th June at 7.30 p.m, for issuing otherdays ticket, he refused to give it by saying that he is busy with the preparation of the list of the same train for 6th June to be started at 8.15 p.m. So is it possible to refused by a employee who was in such a responsible job for giving ticket within official time because the official time for giving ticket is upto 8 p.m.
