Forced to alight from the train by TTE

My father had boarded train at mansi jn (mne) to go delhi (dli) on 25.07.08 by train no.5707 katihar amritsar express . his ticket PNR NO. is 6317596041. type of ticket was electronic reservation slip type which he was not carrying with him, but as per railway rules 50rupees fine should be levied if he is not carrying the electronic reservation slip and he can travel if he is having the required ID PROOF which was with him even, though after that TTE forced him to alight the train at chapra and was demanding for extra charge of rupees 921. so please look into the matter seriously since i cant remember the name of TTE
