I m serving sailor in indian navy

i have a valid IAFT - 1720 concession boucher

i gone for booking in Phagwar Railway Staion Reservation Center on 05 APril, 09 at 1030 hrs

Booking clerk refuse me for booking

First he told me that this not ur source station (My ourney is from Jalandhar City to MUmbai)

But we can encash IAFT 1720 at any counter,

Second he told he does not have authorithy to Reserve the ticket of three Tier AC (3rd AC)

He show me the letter which was dated 01 october. regarding reservation of soilders.

As per revised pay commision we are entitled for third ac travel. But he doesn't listen my words.
