Eservation in 3AC for cpl & below ranks of indian air force

I am serving in indian airforce & we are getting reservation in 3AC of all trains according to rank & pay, on warrants and CVs according to authority of railways and ministry of defence and this facility is available at every reservation counter in India but when i went for reservation at jalandhar city & jalandhar cantt reservation counter they are telling that they have not got any letter from railways for "cpl and below ranks". All defence personnels posted here & eligible for reservation in 3AC according to new policy are facing inconvenience due to delay in letter of policy to jalandhr cantt & jalandhar city railway stations.

and when i opted for suggestion register it was not provided by station superintendent jalandhar cantt Mr. R.K.Behal

so sir please kindly despatch the letter or take necessary action
