Fraud and cheating

I had bitter experience of traveling in karnataka satkrani express (No-2650) New Delhi on 5th July. the lunch which was expensive had 4 chapatis and some curry where only oil was visable and there was nothing else apart from a few small pieces of paneer. it was not cooked properly and the water provided with it was very warm. the price of the above mentioned lunch was 40 rs. i was surprised to see the degraded quality of the food, because everything which was being provided was smaller in size and low on quality. when all the passengers asked for the complaint book it was not provided but we were told to go to some guy n chill. when we complaint about it to the TC, they informed us that since there has been a change, the degraded food quality is becuase of the new Railway Minister... i hope a stern action is taken in this regard because so far i have never seen such low quality of food which is 1. without rice, 2, without curd, 3. without pickle and no veg but water and oil mixed. i will be thankful to the authorities and i believe this behavious will be taken care of...
