Non availability of water in toilets of Auguast Kranti Rajdhani

I travelled in Auguest Kranti Rajdhanie Xpress from New Delhi to Mumbai on 01.09.2009 in Coach No. B 6. My seats nos are 17 and 20. The moment we entered the train there was no water in INDIAN TOILET. The matter was brought to the notice of attendent and he was requested to get it repaired as being an overnight journey all the passengers will be put to great inconvenieance.
The railway staff was reminded a number of times by me as well as by other co passengers. But no effort was made to rectify the problem. In fact by next morning water supply to other toilet and wash basin also stopped. Our umpteen requests bore no fruit. I requested the staff to provide me with complaint book so that I may lodge formal complaint. But despite my best efforts nothing happened. When other passengers also joined in I was given an unauthorised register by Mr. Lekh Raj Lodha J.E. (Mech) and Mr. M.A.ansari J.E. (Elect) to lodge my complaint. The said register was not the proper register and I was not provided a copy of the complaint despite my repeated requests.
I may add here that supporting staff while folding the linen specially blankets throw them on floor. Its a known fact that how many times those blankets are washed in a month.
I, therefore, request the concerned authorities to ensure that proper services are provided to the passengers, staff on duty should be responsive to passengers, deficiencies pointed out are rectified within reasonable time and effort should be made to provide clean linen specially during the days when there are many viral diseases are prevalent.
I expect a quick and favourable response.
Thanking you.
