Muddled process of issuing tickets

Today, while trying to travel in Mysore-Chennai Shatabdi for Mysore Bangalore sector, I was surprised n distressed to note that the ticket counter closed at 14 05 hrs even though the train was running 1 hr 47 mins late as per information provided at 13 49 hrs. Imagine trying to achieve GDP of 9 plus and not bothering to ensure the same as the train ultimately ran without a minimum of 75 ticket aspirants. Who should answer to this??
