Cheating by Rly dept

It was on 25.8. I boarded from Agra Cantt with two general Superfast ticket in 2723 A P Exp. in sleeper coach seeing empty coach assuming when TTE would come we will pay difference amt. as he was not seen outside at or near comprtment. Inside, first I have searched him nearby coaches but he was not avaialabe. Then we would wait sitting on empty seat but he would not come upto NDLS. At MTJ, a person in civil dress came to us asked ticket we show, he demanded Rs.-620/- saying I am from squaid checking, you have to pay penalty. I told him pl. take differences but he behaved very rudly and issued slip No.-090169. Sir, it is very unfare to take penalty while seats are availabe. First should ask differnce first then penalty if person is not paying and availing facilities.
