Problem in Unreserved Compartments

This is regarding the problem I and many others face while travelling in unreserved compartment in morning train from Pune to Mumbai on Saturdays (Sinhagad Express). Some beggars occupy the seat in unreserved compartments and demand money from people who want to occupy the seat, they cover the seat with their belongings and take Rs.10 from people who dont get seat in the compartment. This beggars are not the culprits they act on the whims of some other people on the station and may the police are also involved. Kindly consider this as a serious issue, where people have to shed money inspite of purchasing ticket in a train which is run on their money.
