Non-delivery of Parcel from the USA

On August 26 I sent a First-Class Mail International Package containing a Blood Glucose Meter, Test Strips and some socks for ailing folks in Dhanbad, Jharkhand, India from East Brunswick, NJ Post Office in the USA. To this day, November 03, it has not been delivered yet. The following tracking number does not show its delivery:

Information on this item has been restored from offline files and will be available online for 30 days from 10/30.
The US POstal Service says they did not scan the parcel in Customs in India as well as Post Offices in India. Kindly help.
