Lost Speed Post Article

I sent a article containing documents worth Rs. 43, 787/- through Speed Post service of India Post on 7th July'2008 from Tezpur Head Post Office (PIN- 784001). The article was supposed to be delivered within 100hours but the article is still not delivered on 7thJuly'2008 and the staffs say that my article is lost. They even refuse to refund me my losses.
