Tickets were issued before Reservation Time 8 am

Hello,

On 27th January I was booking ticket on line through irctc site in TATKAL Quota. When i checked sits availability in indianrail.gov.in at 7:52:07 Hrs i found that only 37 Sits are available. As per rule it should be 72 for TATKAL. And you can not book tickets before 8:00 AM. So how can any one book ticket before 8:00AM? I have screen shot of indianrail.gov.in.

Previously also i had problem with Online Reservation system. But irctc did not respond in good manner.

What can be done i this situation? Either tickets are booked before Reservation Open time by agents or Reservation system is having some problem. If reservation system is having some problem then it should show faulty result daily. But it is not happening daily.
