Not refunding of money

I have booked a Samsung Top Loader Fully Automatic WA82TANEC Washing Machine worth Rs 14480 vide order no. 111702507 through 6 months EMI from my credit Card from India Times Shopping on 30/06/09. But on 03..07.09 they have informed me that due to due to non serviceable area, they are cancelling my order and assured me my money back within 6 working days. But till date after 6 or 7 communication they are not refunding my money. More over as the electronic transaction was over during order booking, they have deducted my two months installment. Now they are simply passing the ball from one leg to another and harass me.
