Nonreceipt of ordered material

Against order number 111956380, I ordered a book DVD package over three weeks ago. The full amount Rs 999/- was charged to my credit card but no sign of the material. I called their customer care ecnter and a polite young man assured me that delivery would take place urgently. Thereafter... SILENCE! They do not reply to e-mails.
I'm surprised as this is meant to be an affliate of the Times of India group.
