Mail today news pape

I had buy a mail today news paper subscription on dated 04-feb I had made payment through credit card details are as under :

At the time of order booking mail today executive (Mr. Shoab) he told me that order will be execute with in 14 days, after 14 days I called customer care they told me that our condition has changed now we will execute this order with in 24 days but still I am waiting my subscription. I called many time to customer care they always told me that we have already forwarded your order to our sales department it will be received you in next week but still I am waiting.

can anybody tell me how i can case a file in consumer court.
