Flat allotment in false names

Sri Deshraj Meena, IPS, ADGP, in Orissa has taken flats in name of many of his family members in ST category. He changed name of his son Sri Manmohan Meena, by Extraordinary Gazette 2420 dated 12.12.2007 to Mann Pratap Singh by an affidavit before notary public on 26.9.2007. No reason of changing the name was given. This was allowed 2 years after application and it hides names of Meena community. Vide page 290 of 312 page allotment list indicates that Mann Pratap Singh vide registration number 431922 has been allotted LIG flat GH-1/28 in ROHINI sector. For other purposes, like educational and caste certificates, passports and application for jobs, original name Manmohan Meena is retained.
