Nil service at RPO-chennai

I applied for a fresh Jumbo passport on 4th Sep with the idea of going to US to attend an international conference in Psychiatry at San Francisco from May 17th to 21st. The initial few months they said delaying is due to police verification. Once the police verification is over, they said of some 'material suppression of facts'. and then about 'some deficiencies'. I was forced to meet almost all officers at RPO, Chennai. I met RPO also 3 times. She directed me to another officer by name Rukmangathan. This man asked me to pay a penalty of rupees 5000/ which I paid on 1st april. This notorious office people, once they see you in the morning, will ask you to come in the evening by 3PM. If you go there by 3 PM, then they will ask you to come the next day. All this is meant just to fool. Now more than a month is over and I have not received my passport. After collecting a penalty of rupees 5000/ still they have not sent me my passport. It clearly means to me they are keen to waste my time, money and energy. Regarding this I have already reported rhe matter to Joint Secretary, Dept of foreign affairs, at Delhi. So far nothing fruitful happened. Now I know reasons for the extremisms in this country.
