Amount Debited from Account but not got from ATM

My name is Manish Kumar Sharma and i am having a Saving A/c in OBC Bhiwani Branch. i swaped my card in Bank of Baroda ATM on 21st April to withdraw 15000/- rupees but i didn't got the cash and my account is debited with 15000 rupees then regarding this i made a complaint on 22nd April to customer care they told that it will take time to transfer the amount to the account but i am already having a complaint of this type for Rs.5000/- on 11-04.
