Excess billing without useage

Sir, I have taken broad band connection on November under unlimited plan, and my bill was not more than 1500/-. In the month of April.09, I was switched on to limited. (say 598.00 plan)
It was a surprise that my in the month of May- June was Rs. 4503.16. Immediately I called the Call Centre (Air tel) to explain how they have generated. In the meantime my telephone was beeing tapped and cross talk was there every time. My complaint was registered. The technical person had told that the bill would have come because of the problem, .
I have a contineous complaint regarding the bill which I have the complaint NO. as under:

All my efforts are waste. There was no body to held.
In the meantime, one Mr. Syed and Mr. Sajan has called me saying if you MIGRATE to UNLIMITED plan, and discount will given and you can send Rs. 1880/=. Accordingly, I send a cheque for Rs.1880/= and Cheque No:302922 dt. 28/7/09. My scheme was migrate on 04/07/09 accordingly.
On 04/05/08 one Sr. Executive Mr. Santosh has called me saying the bill amount is outstanding.
I explained the whole story and he was asking time to give answer. As a senior most officer who cant' able to settle the mater, where should I got.?
In fact, they have BARD my outgoing calls and my internet was also disconnected.
