Delay in passport

My sister Kiranjeet Kaur D/o S. Kuldeep Singh, VPO Lopon, Teshil: Nihal Singh Wala, Distt: Moga applied for passport on dated 23/05 at Moga Centre. She, yet not received any information from Chandigarh office or Moga office. Her token no. is 20530 and file no. is CHDZ18195208. I saw her status on internet in stated that the file no. is worng or file not received. She went to Moga office two time, they refused to help or any guidence. can she go to consumer court, because she has receipt of fee submitted by her and having delivery date of passport is 19/6.

Plese guide me, what should do her?
