PASSPORT STATUS NOT KNOWN

I have applied for passport and submitted it on 12-Aug and paid the necessary fees after document verification. the passport officer told that the status will be updated online with 7-10 days. even today after almost a month, there is no status updated.

when i call on the passport office numbers there are always busy or they do not answer. i am not sure how i need to solve this- whom to approach etc
